Puerto Penasco’s (Rocky Point) real estate market has changed dramatically since the 2008/09 economic crisis. We have been in a Buyers Market ever since the crisis with average sales pricing dropping 48% from June 08 to the June 2011. .read more in the Mexico Resort Report. 
The real estate market was already starting to slow in 2007 with the number of sold units dropping 21% from the previous year. AMPI does not have data from before 2006-07, but experience tells us that 2005 and 2006 were very strong years with units selling as fast as developers could put them on the market. .read more in the Mexico Resort Report. Total active residential property listings decreased from 1,461 last year to 1,221 this year; a 16% drop in inventory, the first drop in total inventory since the MLS System started. The number of sold units has increased each year since the economic crisis, but prices continue to fall. An upgrade to the Old Port district has long been a popular tourist attraction area that overlooks the port entry and Sandy Beach. The State of Sonora was the first State in Mexico to require a real estate license. Ask your Puerto Penasco (Rocky Point) Real Estate Agent to identify their license, all AMPI Agents must be licensed. Foreigners can now buy land or homes within the restricted zone, 50 kms (31 mi) of the coast or 100 kms (62 mi) from a border, through a Mexican Corporation or a Fideicomiso (a Mexican Bank Trust). Puerto Penasco is right on the ocean and is within 100 kms of the border, so Foreigners can buy through a Bank Trust. The bank acts as the Trustee working on behalf of you, the Beneficiary (buyer). A number of issues can be covered through a well written Bank Trust, which is really a title contract. The Bank Trusts can be held by one or multiple Beneficiaries whose ownership can be split in almost any shares and this tool is used to spell out an inheritance without having to pay additional taxes. These issues can be documented clearly in the Bank Trust and then the actions to resolve these issues become quicker and easier. Bank Trusts can be established for situations where you have a bank mortgage or even a private loan from the seller. This type of Bank Trust is called a Warranty Bank Trust and can be used spell out the associated conditions and limits including foreclosure rules and steps. Most Mexicans tend to prefer private health care to the state-run system if they can afford it. Some facilities are excellent while others are substandard. For visitors or residents there are several options to get health coverage while here in Puerto Penasco. Medicare from the U.S. and healthcare from Canada will cover expenses for emergency care (stabilization) for transportation back to hospitals in your home country. You will have to pay for the private care in Puerto Penasco and receive a refund from your home country. Read more Mexico Resort Report For short-term visits (less than 6 months) travel insurance, in combination with health insurance coverage from your home country, is the best option as it will cover your urgent care and not cost much out of your pocket. If you do not have health insurance coverage at home the travel insurance combined with private medical treatment would be the best option. For medium to long-term residential needs there are international insurance companies like AXA PPP Healthcare Insurance (http://www.axappphealthcare.co.uk/) or Global Insurance (http://www.global-health-insurance.com/) that provide various options of coverage and both are accepted by most private health care providers here in Puerto Penasco. In addition to the social medical coverage you may want to take advantage of the low cost private health coverage. The Mexican government, through the Mexican Institute of Social Security (I.M.S.S.), provides affordable health insurance for all residents of Mexico regardless of nationality. There are varying opinions on the quality and user friendliness of the IMSS system. IMSS insurance is available to all foreigners residing in Mexico, with exclusions or limitations based on pre-existing illness. You pay the inexpensive annual fee (approximately USD $250 per year) in one lump sum at the time of application. The application process may be daunting, so expect bureaucratic delays. If things go smoothly, you have lost nothing. To avoid any potential hassles, recommend that you ask for an agent who will complete the leg work for you for about $50–75 USD. Once approved, applicants are assigned a primary care physician who must certify the health of the individual via general examination. Your appointment also enters you into the IMSS database, which will enable you to receive care if you become ill in another part of the country. You will also be required to fill out a health questionnaire disclosing any pre-existing conditions. Your coverage will activate six to nine months after approval, but once accepted you will be covered for life, as long as you continue with your yearly premiums. Enjoying the sun is the favorite of most people as we are sunny 95% of the year with only about 6 to 10 rain days each year. Packing a day picnic, swimming, walking along the shore, picking sea shells or just enjoying the ocean view is popular for local residents and visitors alike. Some of the water sports activities include: kayaking, jet skiing, parasailing, sailing, diving, snorkeling, kite surfing, swimming and fishing. Getting out on the ocean in one of the popular ocean cruises will leave you and your family with great memories. Sunset Cruise One of the most popular sunset cruises is the Rey del Mar Pirate Ship. The sunset cruise is a two hour-trip from the port, along the Malecon, out around the Whale Hill and along Sandy Beach. Most trips include dolphin watching as they surface along the boat, entertaining the passengers. Whales and sea lions will be observed on some trips. Bird Island Cruise Bird Island is located 27 miles South East of Puerto Peñasco on the Sea of Cortez. There will be plenty to observe during your journey, such as sea lions, dolphins, whales, manta rays and a variety of other sea life. These islands are of great interest for the different species of birds that find shelter here, such as: Tropic birds, marine swallow, blue footed boobies, very elegant seagulls and more. Also there are great herds of sea lions, one of the biggest colonies of sea lions in the Gulf of California. Around the island, there are excellent places for scuba diving and snorkeling, thanks to the great variety of fish and other sea life. Snorkeling with the sea lions is a once-in-a-lifetime experience and a wonderful way to experience the sea lions in their natural habitat. Humans are not allowed on the islands so the pristine environment is not disturbed and the mamals remain for years and years of for everyone to enjoy. Rocky Point is a great place to be during the Thanksgiving Holiday. The town is full of families and vacationers relaxing and enjoying the long weekend. This year, as most, we were treated to yet another fantastic weekend weather wise. Living on the beach in Laguna Shores - and with such great weather - it was really hard to concentrate on preparing the Thanksgiving feast when all I really wanted to do was take the dog out and roam the miles of sandy beaches and enjoy the sunshine. Lucky for my guests I set dinner later than usual so I was able to do just that. My friends and family all came out to my house at Laguna Shores and we enjoyed a great turkey dinner with all the trimmings then went for a short stroll to watch the sunset. The tide of the Sea of Cortez was low for the first couple of days, but then the full moon came around and brought the ocean right to the sandy dunes and a fresh wave of seashells. My girlfriend and I walked the dog every morning, afternoon and evening just enjoying the peacefulness of the beach and the lapping of the ocean waves. The dog gives us a good excuse to get out and enjoy the sunshine and beach and spend extra time out there. On one of our daily jaunts we ran into a very nice couple who were visiting from Phoenix. They have been coming down from the 1950s and were very surprised at the expanse and development of Laguna Shores. We chatted for awhile and they went off in their Jeep on a beach excursion and we continued on our walk. If you haven't been out to Laguna Shores in awhile, I urge you to take a drive down the new Coastal Highway (003) and go have a look. Many of the streets are now covered with pavers and the development is really taking shape as more people build and more infrastructure is completed. The desal water system has been running since last summer an is now being piped directly to our homes and condos. Running water should be turned on to the first few homes in February. The sewer system is fully operational at all condos and homes and the power was installed underground this past year. This is in addition to the luxurious 5,000 sq. ft. Trophy Pool and the newly renovated Mikky Beach Club Restaurant. Now you have tons of reasons to swing by Laguna Shores.
